This item supplies 12v output on a consistent basis. It does exactly what I needed to be able to service 12v units at my workbench

Would I use this to convert an electric AC plug water fountain pump to connect to a solar panel and DC pump set up?

No, the unit plugs into the wall and outputs 12V DC. You would need an inverter and a battery. Use the solar panel to charger the battery (DC), then hook the battery to an AC inverter to power appliances.

No, it would not run an electric car battery. The converter is rated for 5.8A with a warning not to exceed 6A.
